Helene Cooper berichtet heute in der NYT von Vorbereitungen der US Regierung, Irans Revolutionäre Garen zu einer Terroristischen Vereinigung zu erklären.

The Bush administration is preparing to declare that Iran’s Revolutionary Guard Corps is a foreign terrorist organization, senior administration officials said Tuesday.

Die letzte Entscheidung sei aber noch nicht gefallen.

Senior administration officials said current plans called for the declaration to be made this month, but cautioned that it could be put off, and that the effort could still be set aside if the Security Council moved more quickly to impose broad sanctions on Iran over its nuclear program.

The officials said the declaration was being pushed by Ms. Rice, and would not say if it had been endorsed by the National Security Council or the Pentagon.

Although administration discussions continue, the initial decision is to target the entire Guard Corps, U.S. officials said. The administration has not yet decided when to announce the new measure, but officials said they would prefer to do so before the meeting of the U.N. General Assembly next month, when the United States intends to increase international pressure against Iran.

Laut NYT verfolge Rice mit diesem Manöver gleich zwei Absichten verfolgen:

A move toward putting the Revolutionary Guard on the foreign terrorist list would serve at least two purposes for Ms. Rice: to pacify, for a while, administration hawks who are pushing for possible military action, and to further press America’s allies to ratchet up sanctions against Iran in the Security Council.

Die amerikanischen Bemühungen um eine dritte Resolution des UN Sicherheitsrates mit einschneidenderen Sanktionen gegen den Iran hat bislang zu keinen sichtbaren Erfolgen geführt. Der Prozess scheint erst einmal zum Stillstand gekommen sein, um abzuwarten, was bei den jüngsten Gesprächen zwischen Teheran und der IAEA über die Aufklärung der noch offenen Fragen heraus kommt.

Die WP nennt als Gründe für die Entscheidung an erster Stelle die wachsenden Aktivitäten des Irans im Irak und in Afghanistan hinzu.

Das wirft auf die jüngsten Rüffel, die Präsident Bush sowohl dem afghanischen Präsidenten Hamid Karzai wie dem irakischen Premierminister Nuri al-Maliki erteilte, noch einmal ein neues Licht.

Die formale Deklarierung der Revolutionären Garden zu einer terroristischen Vereinigung würde unmittelbar dazu führen, dass sich jedermann nach amerikanischen Recht strafbar machen würde, der die RG direkt oder indirekt unterstützt: niemand dürfte mehr Geschäfte mit den RG betreiben, Banken müssten die Guthaben der RG auf ihren Konten einfrieren.

Weit bedeutender sind allerdings die politischen Auswirkungen. Es wäre das erste Mal, dass eine staatliche Institution auf die Liste der „terroristischen Vereinigungen“ gesetzt würde, auf der sich u.a. Al-Qaida oder der Islamic Jihad befinden. Der iranische Staatschef Ayatollah Ali Khamene-i, dem die Revolutionären Garden unterstehen, würde damit zum Chef einer Terrororganisation.

Der bestehende Konflikt zwischen den USA und dem Iran würde über die Frage der iranischen Atompolitik auf die Rolle des Irans in der Region ein bedeutendes Stück ausgedehnt. Vorsichtige Ansätze einer Koordination von Interessen wie die beiden Gesprächsrunden in Bagdad über eine Stabilisierung des Iraks dürften damit ihr Ende gefunden haben.
