In einer Einschätzung auf der Webseite der Organisation wirft der Präsident des National Iranian American Council (NIAC), Trita Parsi, noch einmal einen genaueren Blick auf die gestrige Äusserung von Präsident George Bush, dem Iran müssten die Kenntnisse zur Urananreicherung verwehrt werden.

Rather than adjusting policy on Iran in accordance to the reality-check provided by the NIE, the President moved the goal post on Iran. As the NIE declares that Iran likely doesn’t have a weapons program, the President shifted the red line from weaponization to the mere knowledge of enriching uranium – an activity permitted by the non-proliferation treaty that in and of itself is not of a military nature.

Bislang freilich sieht die Bush Administration  den Umstand, dass die Anreicherung von Uran völlig legal ist und vor allem für zivile Zwecke erfolgt, zwar als einen hinderlichen Umstand, nicht aber als einen Grund, dieses Recht des Irans nicht in Frage zu stellen. Aus diesem Grund (und einigen anderen) ist die amerikanische Argumentation auch mehr als fragwürdig.

Nicht nur das. Laut Parsi gibt es noch drei weitere Probleme:

First, it further undermines US credibility and leaves allies and foes alike with the impression that Washington seeks a military conflict with Iran regardless of the realities of Iran’s nuclear program.

Naja. Ich würde eher sagen, „allies and foes“ fragen sich, ob die Politik von „sticks but no carrots“ wirklich zur Lösung der Problem beiträgt und den Mittleren Osten sicherer macht.

Second, Iran already possesses the knowledge to enrich uranium. Given the President’s logic, this reality would permit the US to continue to pursue a military option against Iran - in spite of the absence of an Iranian weapons program.

Third, the President pointed out that permitting Iran’s to have knowledge of the enrichment process would enable Tehran to have a clandestine program. This logic is fundamentally flawed since a suspension of the Iranian program would not eliminate the Iranian knowledge of the enrichment program and as a result, the risk of a clandestine program would continue to exist. Suspension is as a result not a useful non-proliferation tool. The best way of addressing the risk of a clandestine program is through an extensive verification and inspection program, not through suspension.
